Constituent Conversations
I hope you’ll join me for the next First Friday Constituent Conversations on Friday, September 4th from 9 a.m. to 10 a.m. at the Newark Senior Center.
Investing in Delaware
Before becoming House Majority Whip, I served on the Joint Committee on Capital Improvement (Bond Committee) from 2019 to 2024. A lot of work goes into crafting the State Budget, the Bond Bill, and Grants-In-Aid, especially when in difficult economic times, but I am very proud of the investments we are making, and I am confident that they will help to improve the lives of Delawareans across the state.

New Cell Phone Use Policy for 2026-2027
To help protect instructional time, reduce distractions, and support student learning, the Christina School Board approved CSD Policy 02.39 – Student Use of Personal Electronic Devices in May 2026.
Aligned with Senate Bill 106, which I was happy to co-sponsor, the policy establishes clear expectations for the use of cell phones and other personal electronic devices (PEDs) during the school day.
Beginning this school year:
- PEDs must be turned off/silenced and stored out of sight unless approved for educational purposes.
- Cell phone use is not permitted during instructional time unless authorized by an educator or approved exception.
- District-issued 1:1 devices remain the primary technology tools for classroom learning.
